Boma is seeking to recruit a Program Manager, Community -Driven Development to be based in Kakuma.

Tentative start date is 1st December, 2022.

Job Summary: The Program Manager (PM), Community-driven Development will

(1) oversee project management and field-based teams in Turkana or Samburu (TBC); and

(2) provide technical guidance on community-driven development livelihoods development, include engaging and strengthening community-based forest associations, advocating for inclusion in county government plans, supporting participatory M&E, and behavior change strategies focused on environmental protection.

This dual role includes both general project and team management and technical leadership.

The PM will be responsible for driving performance and results to achieve program objectives in a timely manner and while stewarding resources.

The PM will work closely with Project consortium members, research partners, government agencies such as the Kenya Forest Service, and contractors to monitor project activities and spending and ensure quality program delivery and effective community engagement.

Duties & Responsibilities:

Program Implementation

  • Lead the County-level implementation, and reporting of programming aligned with the program design, and work with community-based structures focused on climate and natural resource management.
  • Ensure joint detailed implementation plans for the project reflect the needs, opportunities and constrains of the target populations.
  • Ensure timely project implementation, data collection, and technical excellence in community-driven development.
  • Contribute to all project documents to ensure high quality implementation of project’s Community-driven Development components (program approaches, tools, guidance documents and SOPs, etc.).
    Supervise and coach Field Officers and Mentors in Samburu or Marsabit to implement high quality program activities.

Reporting, Learning and Adapting

  • Contribute to the projects research, M&E frameworks, evaluations and data collection tools for community development, including social and behavior change, gender transformation, and community leadership.
  • Manage the assigned program’s budget, monitor expenditure and costs against delivered and realized benefits as the program’s progresses.
  • Document program adaptations focused on community development and behavior change to support the development of all BOMA’s teams and build organizational capacity.

Advocacy/Engagement

  • Organize and/or represent the project, as required to enhance learning and promote adaptation of Boma approaches, related to community engagement.
  • Collaborate with partners to support the implementation of the project, learn from their experience and expertise, and engage with them to operationalize the community-driven development strategies of the project.

Qualifications:

  • Bachelor’s Degree in International/Community Development, Behavioral Economics, Business, Public Health, or a related field required from a recognized institution. Master’s degree in a relevant field desired.
  • Minimum five (5) years managing livelihoods/economic strengthening and community development projects
  • Demonstrated experience managing direct reports, leading/building a team, tracking budgets and work plans
  • Certification in Project Management Training (ex. PMDPro, Prince2) (desired))
  • Excellent interpersonal, oral and written communication and negotiation skills, including expert command of English grammar and AP style.
  • Excellent understanding of the SPHERE standards and PSEA approaches and frameworks
