Boma is seeking to recruit a Program Manager, Refugee Livelihoods to be based in Kakuma.

Tentative start date is 1st December, 2022.

Job Summary

The Program Manager (PM), Refugee Livelihoods will lead Northern Kenya’s work targeting refugees in the Kakuma refugee camp and the Kalobeyei Refugee Settlement, as well as the surrounding host communities in Turkana County.

The PM will

(1) oversee project management and field-based teams in Turkana County; and

(2) provide technical guidance on refugee livelihoods development, ideally with a focus on climate-smart agriculture and climate-smart technologies.

This dual role includes general project and team management and technical leadership.

The PM will be responsible for driving performance and results to achieve program objectives in a timely manner and while stewarding resources.

Duties & Responsibilities:

Program Implementation

  • Lead the County-level implementation and reporting of programming aligned with the program design, targeting refugee populations and host communities in Kakuma and Kalobeyei to undertake activities focused on “green” livelihoods and employment.
  • Collaborate with all relevant stakeholders and implementing partners to support the implementation of the project, learn from their experience and expertise, and engage with them to operationalize the refugee livelihoods aspect of the project.
  • Provide technical and/or operational guidance to the Field officers and Mentors involved in the program
  • Mentor, guide and conduct performance reviews for direct reports.

Reporting, Learning and Adapting

  • Track and report progress against program milestones and key performance indicators in BOMA’s Salesforce-based Performance Insights tool.
  • Collaborate with the MERL team to design and implement high quality MERL in assigned program.
  • Manage the assigned program’s budget, monitor expenditure and costs against delivered and realized benefits as the program’s progresses.
  • Participate in documenting program adaptations for the program.

Advocacy / Engagement

  • Organize and/or represent BOMA, the LIFT Northern Kenya project, as required when called upon to enhance learning and promote adaptation of Boma approach, especially related to refugee livelihoods and climate-smart agriculture and technologies.
  • Work closely with NGO partners, UN and government partners to monitor project activities and spending and ensure quality program delivery.

Qualifications:

  • Bachelor’s Degree in International Development, Community Development, Humanitarian Law, Refugee Law, Agriculture, Permaculture, DRR, Environmental Science or a related field required from a recognized institution. Master’s degree in a relevant field desired.
  • Minimum five (5) years managing humanitarian, refugee-focused, livelihood and/or community development projects, at least two of which were in a refugee setting
  • Demonstrated experience managing direct reports, leading/building a team, tracking budgets and work plans
  • Certification in Project Management Training (ex. PMDPro, Prince2) (desired))
  • Excellence interpersonal, oral and written communication and negotiation skills, including expert command of English grammar and AP style.
  • Excellent understanding of the SPHERE standards and PSEA approaches and frameworks
