Terms of Reference

General Information

This document is being issued in order to solicit applications from potential consulting firms to conduct the Catalytic Impact for Dairy Sector Growth Project II End Term Evaluation.

This is 36 Months EUR 479,340 project, funded by Embassy of Ireland and Heifer International, that is being implemented in Embu, Meru, Nandi, Uasin gishu and Elgeyo Marakwet counties in Kenya, as presented in table 1.

The terms of reference contain background information, the desired methodology, including objectives, the time frame for conducting the final evaluation, and a list of deliverables.

This document also contains information about the kind of expertise that the Embassy of Ireland seeks for this activity and guidance on how to submit a proposal to conduct the activity.

Heifer anticipates awarding a fixed award for the Catalytic Impact for Dairy Sector Growth Project II End Term Evaluation and make payments based on submission and Heifer’s approval of deliverables.

The award agreement will include a payment schedule with specific deliverables; all payments require 15-business days processing after approval of deliverables.

As a standard procedure, note the following: That

(1) The consultant will use existing Heifer standard questionnaires to collect data for global indicators and develop/review questionnaire for project specific indicators

(2) The consultant will be responsible for training enumerators on the end of project data collection and

(3) Evaluation data will be collected using the SurveyCTO platform.

Background

CATALYTIC IMPACT FOR DAIRY SECTOR GROWTH II is a second phase of a successfully implemented 18 months’ partnership between Heifer International, IRISH AID and Heifer Impact ventures.

The project reached 25,000 households, affiliated to 10 (ten) dairy cooperatives, who were embedded within the Kenya Market Led Dairy Supply Chain Project (KEMDAP).

While IRISH AID contributed € 448,987, Heifer International contributed € 80,354 and Impact venture contributed € 393,214 as loan to the cooperatives, other donors and county governments through World bank and Swedish government. For every € 1 contributed by the IRISH AID and HPI, € 4.86 was mobilized from other sources as catalytic leverage fund.

Purpose and Objective

The assignment will primarily focus on assessing the impact under the CATALYTIC IMPACT FOR DAIRY
SECTOR GROWTH project in 1st and 2nd phase running from July 2020 and coming to an end in December 2022.

The evaluation will also assess the project effectiveness, efficiency, relevance, impact and
sustainability, based on the OECD-DAC criteria.

Findings and recommendation of the evaluation will inform the design of the next phase of the project and other similar projects by Heifer Project International and the Embassy of Ireland.

The purposes of this evaluation are to:

1. Review and determine the achievement against the project objectives and outcomes, outputs and
examine the value of the project.

2. Review the effectiveness of the strategies for sustainable livelihood, as well as recommend how sustainability, gender equality, social inclusion can be strengthened in future programming.

3. Assess the likely impacts at individual, family, community, and FOAB levels contributed by the project.
What new behaviors are observed? What social changes are taking place?

4. Identify and assess key strengths and weaknesses of specific project interventions including partnership
arrangements with grantees and overall program strategy for the Catalytic Impact for Dairy Sector
Growth project.

5. Identify learnings, good practices, and recommendations to guide the successful and ethical program
exit, support community in managing project outcome after project end as well as to support IRISH Aid
and Heifer project international in future program design.

Proposals received after the submission deadline will not be considered. Offerors are responsible for
ensuring that their proposals are submitted according to the instructions stated herein.

Heifer retains the right to terminate this RFP or modify the requirements upon notification to the Offerors.
