Action Against Hunger at a Glance

Action Against Hunger *-*USA is part of the Action Against Hunger International network, which provides humanitarian relief and development interventions in over 45 countries worldwide in the sectors of Food Security & Livelihoods, Nutrition, health, Water, Sanitation and Hygiene, and Disaster Risk Management. Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Ethiopia, Tanzania, Uganda, Somalia, Haiti and Zambia. Action Against Hunger-USA has over $100 million in programs, and approximately 1,700 staff based in New York, Washington DC, Nairobi and various country offices.

Background

Action against Hunger MEAL Unit Mandate is to instill a MEAL Culture across the seven Missions by ensuring consistent in design, application and engagement with MEAL systems and initiatives across the Region. This is realized through;

  • Providing technical oversight in the planning, development, implementation, monitoring and evaluation of Action against Hunger Mission MEAL activities.
  • Building staff capacity on MEAL as well as on regional and international MEAL related policies, guidelines and standards to be mainstreamed into country missions and programs
  • Ensuring standardization and harmonization of existing MEAL processes and structure across the country programs to improve data quality.
  • Supporting the Country teams in developing and implementing Country Program Monitoring Dashboard that will integrate critical indicators of program results and budget spending rates
  • Promote active learning and development from Action Against Hunger internal and external MEAL exercises.
  • Technically support in proposals and new programs development by creating logframes or change models, M&E plans and systems, indicator tracking table etc
  • Technical review of both internal and external reports as well as development of Region Quarterly and semi- annual internal reports

Purpose of the assignment

The primary purpose of this consultancy is quality assurance of donor reports, and proposals. Working together with HEARO Grants (Grants Team, Finance Team, Technical advisors) and country offices staff, the consultant will coordinate the process for producing high quality proposals, concept notes and reports in accordance to AAH US Strategy.

Summary of Key Functions/ Accountabilities

Quality assurance of Donor reports

  • Review and edit draft reports and proposals ensuring they meet quality standards and follow guidance shared.
  • Promote the understanding and capacities among staff to produce quality reports through communication, training, learning and development
  • Maintain Templates for donor reports in regards to log frames, ITT etc

Quality Assurance of proposals and concept notes

  • Lead the coordination and submission of high quality concept notes and proposals and ensure they are developed in a timely manner.
  • Standardize formats, contents and ensure concepts and proposal are in adherence to donor requirements.
  • Document good practice in proposal witting

Capacity Building

  • Support in coaching and capacity building efforts of country programme teams on proposal writing and donor reporting
  • Review of existing MEAL systems and propose changes/ Improvements to strengthen data management in the organization.
  • Provide technical oversight in the planning, development, implementation, monitoring and evaluation of Action against Hunger Mission MEAL activities
  • Engage proactively with country offices on exchanging best practices in order to inform reporting and proposal writing

Deliverables and Duration

The duration of this assignment will be two months. The consultancy will be based at the Nairobi Regional office.

  • Best practice report on proposal and report writing developed

QUALIFICATION AND EXPERIENCE

  • Significant experience of working internationally in humanitarian programmes
  • Experience of leading the preparation of successful funding (narrative and budget) proposals
  • Education to MSc/MA level in a relevant subject or equivalent field experience
  • Previous experience of project management and project cycle management, including project design, implementation and evaluation
  • Good understanding of donor compliance requirements
  • Good understanding of monitoring and evaluation mechanisms
  • Ability to work well under pressure and work to deadlines
  • Experience of budget management and monitoring
  • Excellent communication skills
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy

Excellent written and spoken English
