THE KENYA CONFERENCE OF CATHOLIC BISHOPS – GENERAL SECRETARIAT

The Kenya Conference of Catholic Bishops (KCCB) – General Secretariat is the national administrative, facilitative and coordinative arm through which KCCB undertakes all responsibilities which express the KCCB mission in Kenya.

KCCB is the prime recipient of a grant entitled KCCB-ACTS (Accelerate, Transition, Sustain) awarded by the Centers for Disease Control and Prevention (CDC) under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR).

KCCB is seeking candidates to fill the position of Senior Accountant.

KCCB-ACTS/9/2022/03- SENIOR ACCOUNTANT

Job Purpose: The Senior Accountant will report directly to the Deputy Program Director-Finance.

S/He will support the financial processes and budget management of KCCB-ACTS ensuring that the initiative’s implementation adheres to the donor’s regulations and in line with KCCB policies.

This position will provide financial information to management by analyzing accounting data and preparing reports.

Key Responsibilities

1. Prepare, analyze, and compile all account entries and information to recommend required financial actions;

2. Conduct monthly financial liquidations for KCCB-ACTS and all sub awardees;

3. Prepare monthly financial reports, including budget status for KCCB-ACTS and all local partners and sub-awardees;

4. Prepare payment vouchers as per budgeted activities for KCCB-ACTS while monitoring program expenditures to ensure budgetary controls;

5. Ensure adequate documentation supports transactions;

6. Conduct periodic site visits to conduct financial reviews;

7. Produce reports as required by donors, internal management and other key stakeholders;

8. Ensure all financial project documentation is managed, filed, and available on KCCB-ACTS accounting system;

9. Ensure all costs incurred by KCCB-ACTS are coded correctly and in a timely manner into KCCB-ACTS Accounting system;

10. Oversee and ensure adherence to key financial controls for KCCB-ACTS including budgeting, management reporting, forecasting, procurement processes, treasury management, etc;

11. Maintain debtors and creditors lists;

12. Reconcile financial discrepancies by collecting and analyzing account information;

13. Answer accounting procedural questions by researching and interpreting accounting policy and regulations in line with donor requirements;

14. Ensure payments are made in good time to suppliers, partners for invoice payments;

15. Ensure all payments via KCCB-ACTS Finance Department are paid within the agreed upon internal timelines;

16. Support banking requirements for KCCB-ACTS including ensuring compliant per diem payments, compliant payments to suppliers, and other requirements as necessary;

17. Maintain regular reconciliations of bank and other balance sheet accounts

18. Monitor foreign exchange fluctuations and track exchange gains and losses

19. Review the sub-agreement approval document;

20. Coordinate relevant trainings for Project staff in the field of accounting;

21. Support KCCB-ACTS financial audits and reviews (both external or internal audits) from time to time;

22. Coordinate relevant trainings for Project staff in the field of accountancy;

23. Coordinating preparation and submission of periodic financial reports, management reports, and donor reports;

24. All other duties as may be reasonably assigned by immediate supervisor or KCCB General Secretary.

Minimum Qualifications, Experience & Skills

1. CPA-K or ACCA

2. Bachelors’ degree in accounting, finance or business administration.

3. Master’s Degree in Finance, MBA or related discipline is an added advantage.

4. A member of ICPAK and in good standing.

5. At least 5 years’ experience in Financial Management in a reputable organization in financial management of USG programs (of which three should be in management of USG Grants.

6. Good analytical, negotiation, intercultural competence and interpersonal skills

7. Highest level of integrity.

8. High degree of stewardship of resources.

9. Detailed, result oriented, flexible and adaptable.

10. Be honest, respectful and trustworthy with high level of professionalism

11. Good knowledge of Social Teachings of the Church and Ethical Principles
