Position Title: Monitoring and Evaluation Advisors

The Kenya Conference of Catholic Bishops (KCCB) – General Secretariat is the national administrative, facilitative and coordinative arm through which KCCB undertakes all responsibilities which express the KCCB mission in Kenya.

KCCB is the prime recipient of a grant entitled KCCB-ACTS (Accelerate, Transition, Sustain) awarded by the Centers for Disease Control and Prevention (CDC) under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR).

KCCB is seeking candidates to fill the position of Monitoring and Evaluation Advisors.

Job Purpose: Reporting to the Deputy Program Director-M&EL, the incumbent will be responsible for leading the M&E function.

S/he will work with the project teams, sub-grant partners and MOH to identify and address facility-level and regional capacity gaps in M&E.

S/he will develop and direct M&E work plans and provide strategic guidance on M&E capacity building and mentorship to all KCCB-ACTS affiliated sites.

S/he will support HMIS/EMR to ensure timely and accurate entry of reports into the electronic data bases and reporting to MOH and donor.

The M&E Advisor will support the documentation of best practices and facilitate the use of such data to foster learning; contribute to the design and assist in managing program assessments and evaluations and promote a culture of evidence-based decision making; support utilization of data to inform policy and strategies.

Key Responsibilities

1. Provide technical assistance to KCCB-ACTS and stakeholders on Strategic Information and M&E;

2. Develop – in conjunction with stakeholders – a realistic, accurate and cost-effective project M&E work plan and strategy in conjunction with program staff;

3. Develop and refine existing clinic and community-based reporting systems, indicators for HIV care and treatment, training and improved enabling environment;

4. Create, customize, and maintain all M&E related SOPs, including but not limited to DQA, EMR, data verification and cleaning in DATIM Systems;

5. Integrate HIV M& activities into wider HSS and strategic objectives at faith-based affiliated sites;

6. Support HMIS/EMR to ensure timely and accurate entry of reports into the electronic data bases;

7. Review annual fiscal year (FY) targets for all the program areas in their region and participate in facility level target setting activities;

8. Take lead in analyzing and writing of monthly, quarterly, semiannual and annual programmatic performance reports and their submission in stipulated deadlines;

9. Facilitates data auditing and verification to assure internal consistency and validity of project activity monitoring data reported by all sites, through quarterly data verification and auditing visits;

10. Facilitate the interpretation and use of M&E data, through the regional level and facility level review meetings between the program, the county teams and health care workers;

11. Facilitate implementation of capacity building courses through workshops and on the job trainings on monitoring, evaluation and reporting as required for data clerks and the health workers;

12. Provide guidance and support to the program in the implementation of monitoring tools, which will include, but not be limited to, data collection, analysis and reporting on program indicators;

13. Supervise Data Officers working at the regions;

14. Liaise and manage relationships with clients/donors, government officials, and public and private sector organizations; serve as program SI representative on technical working group;

15. Prepare written reports, strategy documents, presentations, models, analyses, and recommendations;

16. Develop innovative SI toolkits and operating procedures and implement methodologies;

17. Provide technical assistance to promote evaluation strategies to promote data usage and ownership that enhance program and services and enhance sustainability;

18. Coordinate with the CQI advisor to provide technical support to the program, the data clerks and health care workers in data utilization to inform continuous quality improvement;

19. Provides technical guidance and mentors lower level personnel. Acts as team lead as needed and may supervise others;

20. Participate and support in routine program review meetings and other reviews as required;

21. Supervises the entry of verified KCCB-ACTS programmatic data that is compliant with all MOH/PEPFAR/OGAC/CDC reporting requirements for DATIM, DHIS, EMR and SIMS.

Minimum Qualifications, Experience & Skills

1. A Master’s degree in public health, epidemiology, statistics or related discipline;

2. Minimum six years working in designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and analyzing data to support performance improvement of programs (of which three should be experience with CDC, USAID, PEPFAR or other major heath donors/programs);

3. Demonstrable knowledge and experience of PEPFAR and MOH reporting requirements;

4. Demonstrated expertise in data analysis, managing online databases to ensure easy access to data and data reports; Demonstrated ability to perform robust data extraction from internal and external information systems;

5. Demonstrated ability to portray complex data sets in easy to understand formats including visualizations;

6. Demonstrable knowledge of EMR systems;

7. Demonstrated ability to perform complex data analytics utilizing Microsoft Excel, STATA, Epi Info and/or software; and make recommendations based on findings;

8. Demonstrated ability to perform complex data analyses and make recommendations based on findings;

9. Ability to meet deadlines with strong attention to consistency, detail, and quality.

10. Excellent report writing, analytical, proposal writing and communication skills, including oral presentation skills;

11. Highest level of integrity;

12. Knowledge of the Social Teachings of the Church;
