About Womankind Kenya (WOKIKE)

Womankind Kenya (WOKIKE) is a national NGO registered in Kenya on 21st September 1995 under the NGO Coordination Act No. 19 of 1990. Womankind Kenya (WOKIKE) is amongst the leading local NGO dedicated to the eradication of FGM/C, the protection of women's and girls' rights, and the promotion of gender equality. WOKIKE has been at the forefront of this movement for several years, working in collaboration with local communities, international partners, and governments to drive change. The organization also addresses issues of education, agriculture and livestock management, water and sanitation, health, campaigns and advocacy, women’s empowerment through civic education, emergency interventions and sustainable Livelihood. The organization operates in Northern Kenya and parts of coastal region with its headquarter in Garissa County.

Project Background

Womankind Kenya (WOKIKE) is currently implementing programme in Garissa County funded by The UK Government (Foreign, Commonwealth and Development Office - FCDO) in partnership with Options. The programme has been established entitled ‘Support to the Africa-led movement (ALM) to end FGM/C’ to contribute to global efforts to achieve a world free from Female Genital Mutilation/Cutting (FGM/C) by 2030. The program under consideration seeks to contribute to the eradication of FGM/C through a multi-dimensional approach that includes awareness, advocacy, stakeholders’ engagement and support for capacity development as well as research and learning.

Rationale

In order to combat FGM/C effectively and promote its abandonment, it is crucial to conduct a comprehensive Problem & Context Analysis study. This analysis will serve as the foundation and comprehensive guide for a roadmap: (i) to address FGM/C abandonment program implementation strategies that are evidence-based and (ii) to provide critical insights that will shape the FGM/C program’s messaging and tactics within the specific target population that are culturally sensitive while ensuring the involvement of key stakeholders. This will aid the acceleration of FGM/C abandonment in Garissa County by building critical mass to influence policymakers and the community at large.

Objectives of the Consultancy

Womankind Kenya (WOKIKE) through this consultancy aims at conducting study on problem & context analysis to become roadmap for program implementation and inform contextualized tactics and messages on FGM/C abandonment.

Scope of Work

The scope of work shall entail the following:

  1. Stakeholders’ engagement
    1. Conduct workshop with key stakeholders including community leaders, religious figures, healthcare providers, local NGOs, government agencies and women's groups to analyze their attitudes, perspectives on FGM/C and potential roles in abandonment efforts as well as presentation of the problem and context analysis progress report.
  2. Problem and Context Analysis
    1. Conduct a thorough problem and context analysis
    2. Assess the root causes, prevalence, trends and consequences of FGM/C
    3. Understand the socio-cultural, religious, economic and contextual factors that contribute to the continuation of FGM/C
    4. Identify and describe any evidence and extent of medicalization of FGM/C within Garissa County population.
    5. Identify key stakeholders, influencers, gatekeepers and community leaders who can support and promote abandonment efforts
    6. Assess the existing data, research, legal and policy frameworks related to FGM/C in the target area and community
    7. Conduct fieldwork, including interviews and focus group discussions, to gather primary data
    8. Analyze the collected data to identify key problem areas and challenges
  3. Programme implementation
    1. Recommend comprehensive evidence-based FGM/C programme implementation strategies and activities tailored to the unique contexts of the target communities looking into its feasibility and practicality
    2. Review past and current interventions and programs aimed at FGM/C abandonment by assessing their effectiveness and relevance within the target population context as well as their impact on local communities. Provide case studies
  4. Contextualized tactics and messages
    1. Provide insights for the creation of tailored context-specific tactics and messages to encourage FGM/C abandonment within target region and communities that are sensitive to the religious norms to encourage FGM/C abandonment as well as resonates with the local cultural norms of the communities with a focus on behavioral change

Geographic Focus: Garissa County with specific focus in Waberi ward of Garissa Township and Masalani of Ijara Sub County.

Target Population: Community, women leaders, girls, women, men, boys, youths, reformed circumcisers, opinion leaders, media, national and county government as well as Women, girl- and youth-led grassroots organization’s/networks/groups

Technical Requirements

  • At least 5years of direct hands-on professional experience in conducting Problem and Context Analysis providing contextualize tactics and strategies for program implementation
  • Proven field and research experience in conducting similar assignments
  • Demonstrated experience in social sciences with emphasis on social & behaviour change, reproductive health, community development and gender studies and any other relevant fields
  • Experience of coordinating with a diverse set of stakeholders
  • Language skill: English & Somali – highly desired
  • Ability to conduct analysis with minimal support from WOKIKE in the target population, complete the analysis and deliverables on time
  • Effective communication and advocacy skills: ability to communicate with various stakeholders and to express ideas and concepts concisely and clearly in written and verbal forms
  • Excellent demonstrated technical report writing skills.
  • Ability to travel for the assignment

Submission Guidelines

WOKIKE invites interested candidates who meet the above requirements to submit an application, which should include the following to careers@womankindkenya.org on or before 15th January 2024 at 1715 hrs. Kenyan time:

  1. A capability statement (not exceeding one page), including a firm commitment to be available to undertake the entire assignment
  2. Technical proposal (5 pages max excluding annexes). Proposal shall include methodology, key research questions, brief work plan (as an annex). The methodology should clearly indicate the methodology to be adopted, data collection tools, sample size and rationale behind estimation if applicable. The proposal shall also include a brief explanation of the data analysis, report writing and possible dissemination plan
  3. CVs of the proposed team members
  4. Sample of comparable work and at least 3 references related to relevant work previously conducted
  5. A separate financial proposal indicating all costs associated with carrying out the technical proposal clearly named “Financial proposal” in Kenya shillings
