Position Title: Monitoring and Evaluation Lead

Job Overview:

This role is for a proposal the organization is currently working on. The consultant shall take all reasonable steps to ensure that the evaluation is designed and conducted to respect and protect the rights and welfare of the people and communities involved and to ensure that the assessment is technically accurate and reliable, is conducted in a transparent and impartial manner, and contributes to organizational learning and accountability. This survey is for 4 weeks and will be done in four counties.

Duties and Responsibilities:

  • Collaborate with clients and the project team to design comprehensive monitoring and evaluation frameworks that align with project goals, objectives, and indicators. Ensure that the frameworks are based on best practices, are tailored to specific contexts, and address Stakeholder needs.
  • Design data collection tools, methodologies, and processes to capture relevant data points, including qualitative and quantitative information, and ensure the collection systems are efficient, reliable, and enable the collection of high-quality data.
  • Analyse collected data using appropriate statistical and qualitative analysis techniques. Interpret findings and identify trends, patterns, and insights to assess project performance, identify gaps, and recommend improvements.
  • Prepare clear and concise reports, presentations, and visualizations to communicate monitoring and evaluation results to the clients, project team, and stakeholders.
  • Collaborate with the Project manager to integrate monitoring and evaluation activities into project plans and budgets.
  • Coordinate and manage M&E activities, ensuring they are implemented within the agreed timelines and budgets.
  • Conduct the assessment in an ethical and legal manner, regarding the welfare of those involved in and affected by the assessment.

Qualifications and Responsiblilities:

  • A minimum of a master’s degree in Public Health/Social Science/Community Health and health systems strengthening or a related field.
  • A minimum of 5 years’ extensive experience in carrying out comprehensive evaluations or similar assignments.
  • Good understanding of COVID-19 interventions, disability and gender inclusion, and age among vulnerable populations in Kenya.
  • Proven experience in participatory and results-based M&E knowledge and practical experience in quantitative and qualitative research methods, statistical software (e.g., SPSS, STATA), and data visualization tools.
  • Proficiency in relevant M&E software and platforms is a plus (e.g., DHIS2, REDCap, Salesforce).
  • Must have led in at least five participatory assessments. Experience in conducting end-lines, monitoring, and assessment work in the target or similar communities (preferred).
  • High level of professionalism and an ability to work independently and in high-pressure situations under tight deadlines.
  • Strong interpersonal, facilitation, and communication skills.
  • The Lead consultant must have strong analytical skills and the ability to clearly synthesize and present findings, draw practical conclusions, make recommendations, and prepare well-written reports in a timely manner.
