Job Title: Third Party Monitoring (TPM) Team Lead

Company Profile: SoCha (a portmanteau of Social and Change) is an independent Monitoring, Evaluation, and Learning (ME&L) firm that provides bespoke solutions to social challenges.

We are a US-registered, veteran-owned small business, headquartered in Mauritius. SoCha supports foreign assistance interventions across Africa and Asia and specializes in advancing innovative methodologies and changing the way donors find solutions to social problems.

Background: USAID Kenya and East Africa (USAID/KEA) contracted SoCha LLC to implement the five-year USAID Localization, Inclusion, and Sustainability Activity (LISA). The activity aims to support USAID/KEA staff and stakeholders to be more efficient, effective, transparent, inclusive, and skilled in achieving development outcomes.

The LISA team will support USAID’s work to increase locally led, owned, and managed development outcomes. It will utilize local expertise and seek to partner with local entities with in-depth knowledge and networks in Kenya and utilize this expertise strategically. Utilization of local expertise will focus on work objectives entailing close collaboration and interaction with local actors, including local indigenous organizations, counties, companies, institutions, and government.

Activity Background: The LISA program, implemented by SoCha LLC, seeks experienced specialists to lead and manage Third Party Monitoring (TPM) activities. Applicants will be considered for work that is available immediately and over the next 12 months.

The following are the roles, responsibilities, requirements, and deliverables:

Roles and Responsibilities for the TPM Team lead:

The consultants will serve as the team lead of the activity and undertake the following tasks.

  • Provide technical guidance, support, and oversight of the activity.
  • Demonstrate leadership in providing timely and effective communications with enumerators, ensuring they have necessary tools and resources to carry out tasks effectively.
  • Oversee the development/refinement of the methodology including the design, sampling strategy, and data sources.
  • Lead desk review of implementing partner reports, activity briefs, and other relevant documents.
  • Lead in the development of the data collection tools.
  • Develop and maintain codebooks, datasets, and questionnaires in compliance with ADS (Automated Directives System) 579 for all data collection activities.
  • Ensure that all the tools are integrated into the data management system and quality checks are in place to ensure the quality of the data collected.
  • Support electronic designing/scripting of data collection tools using SurveyCTO, Kobo or ODK.
  • Test and pilot data collection instruments, identify and correct issues before full-scale deployment.
  • Oversee and participate in quantitative and qualitative data collection and analysis.
  • Compile weekly summary reports with key findings during the data collection.
  • Support the development of the reporting templates.
  • Lead the writing of the comprehensive findings report that highlights most critical insights and present them in easily digestible format for the Mission/ stakeholders.
  • Participate in regular check-in calls and debriefs with the Mission and LISA staff.
  • Other activities as agreed upon with LISA staff.

Required Skills:

  • Master’s degree in Statistics, Economics, Monitoring and Evaluation, Health, Nutrition, Water, Sanitation, Hygiene (WASH) or relevant fields from a recognized university.
  • 4+ years planning, managing, and implementing third party monitoring of implementing partner activities,
  • Experience with managing and implementing emergency and response programs.
  • 4+ years leading enumerator teams
  • 4+ years planning, supporting or implementing programs in the Arid and Semi-arid Lands (ASAL) of Kenya.
  • Experience working with USAID projects preferred.
  • Ability to diplomatically communicate and work effectively with a wide range of USAID implementing partners and stakeholders.
  • Experience in drafting high-quality Third-party monitoring (TPM) reports

Deliverables:

The following deliverables will be required:

  • Data collection, planning, coordination, and logistics updates
  • Oversight of the enumerators during data collection
  • Spot checks on the data collected and provide remedial actions, if necessary
  • Provide daily briefings to the LISA team leader and or other relevant staff
  • Compile summary of key findings at the end of each data collection week
  • Draft the final report based on data collected
  • Response to feedback from USAID on the report
  • Presentation of findings to USAID and other invested stakeholders

Location: Various counties in Kenya as needed.

LOE or Contract Length: Contracts and LOE vary and will be issued based on client requests. Average Contract length: one to three weeks, with LOE between 7 to 30 days.
