CONSULTANCY TO PROVIDE BUSINESS DEVELOPMENT SERVICES (BDS)

1. Organisational Background
DanChurchAid Kenya (DCA) works in Turkana County and implements livelihoods and economic development programs in both Kakuma refugee camp and Kalobeyei Settlement, targeting the host and refugee communities. The programs are aimed at strengthening the resilience of refugees and host community as well as improving their self-reliance through economic development. In economic development thematic area, DCA in collaboration with private sector partners implements interventions that promote access to finance, enterprise development, and entrepreneurial skills development. The interventions are aimed at enabling the right holders to start, improve and run successful enterprises bolstering self-reliance.
2. Purpose of assignment
Small and Medium Enterprises are catalyst to growth and the future of the economy, but they face multiple barriers to increasing their competitiveness, profitability, performance, and creation of employment opportunities. As part of larger strategy to promote entrepreneurship among the refugees and the host community, to establish sustainable enterprises leading to increased income and assets, and to break these barriers, the program is supporting provision of Business Development Services (BDS) to micro and small enterprises in different sectors. BDS services will be used to compliment other interventions being implemented by the program geared towards creating opportunities for access to finance and skills. The program focus is to provide BDS services related but not limited to supply chain, technology adoption, access to finance, access to information, access to markets, management training.
The programme targets to provide BDS services to 37 micro and small enterprises within a period of 24 months with annual targets. In the first year the project targets to reach twenty (20) enterprises and seventeen (17) enterprises in the second year.
Consequently, DCA is looking for a consultant to provide BDS services to the enterprises that will be selected for an initial period of 1 year and more.
3. Objectives of the assignment
- Provide BDS services to selected micro, small and medium enterprises in Kakuma and Kalobeyei.
- To demonstrate the value of BDS service to enterprises and increase their uptake,including taking up responsibility on related costs.
4. Expected deliverables of the assignment
- Working closely with the program implementation team, develop tools for identification and selection of micro & small enterprises as well as support in the selection process.
- Propose an appropriate BDS delivery model for the enterprises, with the potential of the enterprises consuming BDS services without external support.
- Conduct BDS needs assessment for the selected enterprises and identify priority needs, as well as the status of each enterprise.
- Develop a BDS delivery package for each enterprise as informed by the needs assessment.
- Develop a detailed BDS delivery plan for each enterprise with clear short-, medium- and long-term goals.
- Signed agreements with the enterprises for the delivery of the BDS services clearly stating the BDS delivery modalities.
- Deliver BDS services to each enterprise as contained in the delivery package aligned to the priority needs.
- Monitor the enterprises performance through monthly data collection. Performance indicators will be developed jointly by the consultant and the program team.
- Submit monthly reports on the delivery of the BDS services to the enterprises to the program implementation team.
5. Duration of the consultancy
The assignment is expected to be carried out for an initial period of 12 months with a possibility of extension in line with the program. The actual dates for execution of the assignment shall be agreed between success consultant and the program team.
6. Location of the assignment and Travelling
The assignment will be executed in Kakuma, Turkana County and travelling to the site during engagement with the enterprises is anticipated.
7. Qualifications and experience
The successful consultant/firm must have the following competencies.
- The consultant/firm must have a minimum of degree qualification in Business Management, Strategic Management, or any other related field from a recognized institution. In cases of a firm submitting the bid, each member of the proposed team should meet the minimum, education qualification stated.
- At least 5 years of progressive experience in providing Business Development Services to small and medium enterprises.
- Understanding of challenges and opportunities for refugee led micro, small and medium enterprises in the refugee context.
- Experience working with refugee populations/enterprises or in a refugee context will be an added advantage.
- Good networking skills to engage with SMEs and other partners.
- Excellent communication and report writing skills.
8. Assessment management and values
The consultant will be expected to familiarise him/herself with and adhere to the DCA Code of conduct for consultants (ethical principles & standards).
9. Payments and costs
- The consultant will be paid as it will be agreed with the program and provided for in the final signed contract.
- Withholding income tax payable to the Government of Kenya (GoK) shall be deducted during payment.
- The consultant will sign a contract prior to commencement of this assignment, which will detail additional terms and conditions of service.

Technical and Financial Proposal

The technical proposal should highlight among any other necessary information: brief profile of the consultant, previous experience, understanding of the TOR.

The proposal should be brief and precise.

Technical proposal should be a maximum 15 pages excluding annexes.

Statutory compliance documents (KRA PIN, Tax compliance, business registration, registration to professional bodies e.t.c) are to be submitted as annexes.

The financial proposal should provide cost estimates for the services to be rendered.

All costs must be quoted in Kenyan Shilling and based on the delivery of the BDS services per enterprise for a period of 10 months.

Both technical and financial proposal should be sent as a single document in Portable Document Folder (PDF) format.
