Position Title: Supply Chain Coordinator
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC East Africa and Great Lakes (EAGL) operation focuses on people who are affected by displacement, including refugees, internally displaced, migrants, and host communities in Burundi, Ethiopia, Djibouti, Democratic Republic of Congo, Kenya, Somalia, South Sudan, Sudan, Tanzania and Uganda.
Overall purpose of the role
The Supply Chain Coordinator is part of the regional support team and provides support to the country operations via help-desk services, training & advice, compliance control, and support, transactional procurement, support the technical assessment during recruitment of Supply Chain staff in the country offices, and derogation management. The incumbent will enhance the capabilities of the Regional Supply Chain administration.
Key responsibilities
Coordination
- Contributes to the daily operation with comprehensive knowledge in logistics and procurement.
- Lead the coordination with the programme staff to ensure logistics & procurement involvement in the whole programme cycle.
- Ensure that all logistics & procurement specific DRC/donors’ rules and policies are understood and respected.
- Responsibility for assigned operational budgetary lines within programmes.

Procurement
- Ensure that procurement policies and procedures are rigorously followed.
- Procurement of all goods and services
- Establish and follow up annual procurement plans.
- Track all orders, purchases and deliveries.
- Oversight of all purchase and service contract to ensure DRC's interests are protected.
- Optimize all logistics operations to increase cost effectiveness including setting up longer term supply contracts.
- Ensure DRC supplier due diligence is effective.
Logistics
- Fleet: management of rental and owned vehicles, generators, speed boats & motorbikes (in line with DRC guidelines)
- Transport: management of all transportation of goods and people (via road, river, air) to-from areas of operations and-or other DRC offices
- Asset: registration, maintenance, repairs-maintenance & disposal of DRC assets accordingly to donors’ rule and policies (in line with DRC guidelines)
- Warehouse: manage the DRC warehouse and stores (in line with DRC guidelines)
- Premises: health and safety, contract management and repairs/maintenance at DRC premises

Experience and technical competencies:

Degree in Supply Chain Management, Business Administration or Purchasing and Supplies. Diploma Level preferable from Chartered Institute of Purchasing and Supply (CIPS).

Member of relevant institute of supply chain management or any other relevant body

With at least 6 years' work experience in relevant field INGO or other agencies experience in Supply Chain management

Good knowledge ERP Supply Chain software’s Systems is mandatory.

Demonstrated ability to achieve results in a demanding and fast paced environment.

Knowledge of international humanitarian and development systems, institutions and donor’s programs (including GFFO, EU, ECHO, DFID and OFDA), and of procedures, accountability frameworks and best practices

Excellent communication, analytical and negotiation skills

Proven ability to prioritize tasks, meet deadlines and work with limited supervision.

Conditions
Contract: One year contract with possibility of extension, subject to funding and performance. Salary and other conditions are offered in accordance with DRC’s Terms of Employment for Kenyan Staff; Employment band F-Non Management; Non accompanied.
Availability: Immediately
Duty station: Nairobi, Kenya (with possibility of travel to Ethiopia and Somalia country and field offices in particular)
