Position Title: Business Analyst


Established in 2016, the Global Programs for Research and Training, based in Kampala and Nairobi, is a Non-Governmental Organization to represent the University of California, San Francisco (UCSF) East Africa projects. UCSF’s Global Strategic Information (GSI) has worked closely with CDC/PEPFAR for over 8 years with a focus on strategic information (SI) and development of associated Health Information Systems (HIS). Additionally, GSI has more than 10 years’ experience working on HIS in over 15 countries in sub-Saharan Africa (SSA), the Caribbean, Southeast Asia, and eastern Europe, providing high-level strategic thinking, technical assistance (TA) in the development of all levels of HIS systems, data presentation and interpretation, and local capacity building. UCSF works closely with multiple stakeholders including MOHs, various funders, institutions of higher education, and implementing partners (IP).

Currently, UCSF is a partner for CDC-funded development and implementation of an OpenMRS HIV Reference Implementation (OHRI). The program seeks to create a system of global support with buy-in from six selected countries (Uganda, Kenya, Mozambique, Nigeria, Haiti and Rwanda) for OHRI and has a focus on driving data exchange and interoperability across the HIS systems to improve efficiencies for providing patient care, improving program monitoring and leveraging analytics for data driven decision making.

The Business Analyst shall be integrated into a team of developers, project managers, and business analysts to support the requirements gathering and documentation, and translation of the requirements into specifications. The successful candidate will be actively engaged in the entire product life cycle with emphasis on documentation, system testing for quality assurance and continuous product improvement. The ideal candidate should have a passion for problem-solving and a strong understanding of business processes in the health sector, specifically an understanding of HIV/AIDS , UNAIDS 95-95-95 targets and/or TB Epidemic Control and/or Health Informatics. Prior experience in PEPFAR funded programs and Electronic medical record systems will be required.

Under the direct supervision of the Lead Business Analyst, UCSF, the Business Analyst will:

Roles and Responsibilities

  • Gather, analyze and document health related business processes from stakeholders.
  • Create detailed business analysis plans, outlining problems, opportunities and solutions.
  • Communicate findings and recommendations to all relevant stakeholders.
  • Collaborate with cross-functional teams to drive project success and ensure alignment with business goals.
  • Monitor and evaluate the effectiveness of solutions by participating in the quality assurance processes and making changes as needed to continuously improve technical solutions.
  • Develop OHRI program workflows from data collection forms, clinical dashboards with decision support summaries, monitoring and clinical reports.
  • Support the development of integrations and interoperability between OHRI and other systems such as LIS and CBS.
  • Work with HIS business analysts, developers, and IT support staff to support the country implementation initiatives in various public health facilities across countries.
  • Undertake such other tasks within the scope of the role as directed by leadership from time to time.

Experience & Qualifications:

  • Qualifications in a health-related field (Public health, Clinical medicine, Nursing, Health Information and Records Management, Monitoring & Evaluation)
  • 3+ years of experience
  • Strong domain knowledge in HIV, Tuberculosis, UNAID 95-95-95 targets, TB Epidemic control, and/or Health Informatics
  • Experience with EMRs in PEPFAR-funded programs is a requirement
  • Experience working with OpenMRS system will be an added advantage
