About the Job

WatHab Engineer plans, designs and implements engineering projects within the scope of the ICRC´s Water and Habitat assistance objectives. S/he carries out remotely, needs assessments, surveys, plans new projects and is responsible for the implementation of the WatHab programme in the North Sub Delegation (covering but not limited to: Garowe, Hargeisa and Bosaso regions) and following the strategic orientations as defined in the Planning & Monitoring Tool (PMT).

The WatHab Engineer acts as a key interface with external stakeholders and reports to management on stakeholder relations and the general situation.

This is a national/resident position based in Nairobi, Kenya, with frequent work-related trips to the North region and other parts of Somalia. The applicant must be a Kenyan Citizen with permanent right to work in Kenya.

Duties and Responsibilities

  • Draws up documents (drawings, bills of quantities and contracts) for engineering projects such as hospital rehabilitations, health clinics construction, emergency response, civil works for water supply projects, electro-mechanical equipment of boreholes and hand dug wells and construction of rainwater harvesting infrastructure using approved formats
  • Monitors remotely project implementation for compliance with project documents, ICRC standards, and the local building code/standards, ensuring corrective action is taken if necessary
  • Supervises the design work of staff under his/her responsibility and coaches to improve their skills
  • Supervises remotely contractors and on-site work for all project types and conducts quality control during the design and construction of infrastructure installed by the ICRC
  • Prepares implementation/progress reports and other technical documents at intervals set by his/her functional manager
  • Creates project files in electronic databases (WatHab Project Assistant application and WatHab server) and updates them regularly
  • Manages tendering and project purchasing of materials and hiring of labour according to the delegation´s logistical and financial rules
  • Collaborates and networks with stakeholders, monitors security issues related to project sites and advises WatHab Coordinator where necessary; provides regular information to supervisors on security, stakeholder issues and site progress
  • Conducts needs assessments and analyses surveys and shares analysis with WatHab Coordinator
  • Administers remotely hand-over of infrastructure installed by the ICRC to end-users
  • Organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC
  • Uses results-based management to evaluate project implementation and to analyse data
  • Submits data for department reporting as per the set deadlines
  • Understands and supervises the Performance Management and Development (PMD) activities for employees under his/her supervision

Minimum qualifications and required competencies

  • University degree in Civil Engineering, Construction management, Architecture, mechanical, water or environmental engineering
  • 6 years of professional experience in the supervision of engineering works and project management, experience working with an international humanitarian organization is an asset
  • Advanced knowledge of Water and sanitation or Construction Engineering
  • Proficient in use of drawing softwares; AutoCAD or other relevant softwares
  • Experience in managing technical support staff
  • Detail-oriented, highly organised and practices strict adherence to timelines
  • Excellent planning and reporting skills
  • Fluency in written and spoken English and Somali language
  • Good knowledge of political, economic, social and cultural environment of this region
  • Computer proficiency especially in MS office suite
  • Flexibility and willingness to travel extensively in Somalia
