Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The International Organization for Migration (IOM) has been implementing Immigration and Border Management (IBM) programmes since 2007, building the capacity of the Somali authorities in effective IBM to promote safe and orderly migration, thereby mitigating security threats. The programme provides technical support under five thematic areas: 1) Legislation and policy; 2) Infrastructure and equipment; 3) Border Management Information Systems; 4) Inter-agency and regional collaboration, and 5) Organisational development and management.

The IBM programme is directly implemented by IOM without implementing partners, and most of the activities in the programme are delivered by the programme staff assigned to the project, which requires interaction with multiple Somali authorities whose needs and capacities are at different stages. The programme is funded by different donor governments and requires macroand micro-level attention to the political, security and socio-economic landscapes of the Horn of Africa in general and Somalia in particular.

Under the overall supervision of the Deputy Chief of Mission (COM) and under the direct supervision of the Programme Manager (IBM), the Programme Support Officer (IBM) will be responsible for assisting with the management, implementation, and coordination of specific IBM projects in Somalia.

Core Functions / Responsibilities:

  1. Perform preliminary analyses on project implementation activity mapping in close coordination with Project Focal Points.
  2. Track and produce updates on project activities, where relevant, suggest corrective actions with mapping and identification of needs and gaps, draft specific segments of project proposals in close coordination with Project Development Focal Point.
  3. Complete various forms, templates, and tracking tools for projects in close coordination with the Project focal points for the smooth tracking of the activities.
  4. Assist in the organisation of, and take part in, workshops, trainings, and consultations with national stakeholders according to project activities.
  5. In close coordination with the Monitoring Evaluation Accountability and Learning (MEAL) Unit and Program Managers, draft technical inputs to help support the development of Monitoring and Evaluation (M&E) data collection and quality assurance tools for projects or programmes.
  6. Track project expenditures and burn rates for ongoing projects and provide administrative support in close coordination with mission finance and procurement staff.
  7. Monitor and update the project risk register.
  8. Monitor the proper documentation and filing of the project administrative and financial documents as well as of data collection forms.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Business Administration, Finance, Accounting, Social Science, Development Studies, or a related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience.

Experience

  • Experience in Project support in humanitarian fields, including administrative and budget monitoring, and financial tracking.
  • Experience in training activities, including reporting.
  • Working experience with International, Humanitarian or Development Organization.
  • Working experience with Programmes Management is an asset.

Skills

  • Excellent writing skills in English, be able to write reports and assessment.
  • Good interpersonal skill with experience in a multinational, multilingual and multicultural team.
  • Emergency management in complex humanitarian response.
  • Knowledge on SAP is an asset.
  • Proven experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

This position is based in Nairobi, Kenya with frequent travel to Somalia.
