Job Title: ASSISTANT DATA COMMISSIONER - REGISTRATION


Job Description: An officer at this level will be deployed to head the Registration Division and spearhead the registration of the Data Controllers and Data Processors.

The officer will be responsible to the Deputy Data Commissioner, Data Protection Compliance.

Terms and Conditions

  1. Basic salary                       Kshs.183,570 - 248,014 PM
  2. House Allowance                Kshs. 50,000 PM
  3. Commuter Allowance          Kshs. 16,000 PM
  4. Leave Allowance                 Kshs. 20,000 PA
  5. Annual Leave                    30 working days PA
  6. Medical Cover and other allowances As provided by the ODPC
  7. Terms of service              Permanent and pensionable

 

Job Specification: Requirements for Appointment

     For appointment to this grade, an officer must have;

  1. Kenya Certificate of Secondary Education (KSCE) minimum mean grade C+ (plus) or its equivalent from a recognized institution;
  2. Six (6) years’ experience in a related field, three (3) of which must be in a managerial position;
  3. Bachelor’s degree in any of the following fields: Information communication technology, Computer Science, Informatics or an equivalent qualification from a recognized and accredited institution;
  4. Master’s degree in any of the following fields: Information technology, computer science, information systems, informatics, data security, Project Management, Monitoring & Evaluation, Public Policy, Public Administration, Business Administration or its equivalent from a recognized and accredited institution will be an added advantage;
  5. Either of the following ICT Certificates from a reputable institution will be an added advantage; Certified Information Systems Auditor, Certified Information Security Manager, Cyber Security or Certified Data Privacy Solutions, Certificate in Systems Audit
  6. Membership with relevant professional body;
  7. Certificate in Management Course from a recognized Institution;
  8. Shown merit and ability as reflected in work performance and results;
  9. Proficiency in computer applications;
  10. Experience in Software Development is an added advantage; and
  11. Experience in data protection is an added advantage.

 

Duties and Responsibilities

Specific duties and responsibilities at this level will entail:

  1. Coordinating the registration and certification of data processors and data controllers;
  2. Develop, review and implement registration and certification strategies, policies and procedures;
  3. Ensuring establishment and maintenance of up-to-date register of data controllers and data processors;
  4. Ensuring issuance of certificate of registration to data controllers and data processors;
  5. Reviewing and verifying the registration applications;
  6. Participating in establishing criteria for cross-border data transfers
  7. Reviewing evidence submitted by data controllers and data processors relating to information privacy and security safeguards for cross-border data transfers;
  8. Publishing the list of registered Data Controllers and Data Processors; and
  9. Perform any other duties as may be assigned by the Deputy Data Commissioner, Compliance.
