Primary Purpose: This position is responsible for assisting the Program Integrity Manager to ensure all United States Refugee Admissions Program (USRAP) processing is free from fraud and malfeasance, by assisting with the delivery of trainings to staff and contractors on the Program Integrity requirements, ethics, and fraud prevention and providing support to investigations, data collection, and reporting. Essential Duties:

  1. Works closely with the Program Integrity Specialist and Program Integrity Manager to ensure that the United States Refugee Admissions Program (USRAP) Integrity and Compliance Guide is implemented, adhered to, and reported on appropriately.
  2. Assists in the preparation of and ensures the quality of data for quarterly and annual reporting.
  3. Supports the development of improved ways to collect and manage Integrity and Compliance Guide compliance data.
  4. Provides basic investigations support to include but not be limited to transcribing notes, handling and filing sensitive documents, participating in interviews, gathering technical information and documents relevant to investigations, and investigations follow-up under the direction of the Program Integrity Specialist and Program Integrity Manager.
  5. Monitors and tracks fraud reporting mechanisms as necessary.
  6. Updates RSC Africa databases per compliance with the United States Refugee Admissions Program (USRAP) Integrity and Compliance Guide.
  7. Assists the Program Integrity Manager with the planning, execution, and support of monitoring and observation Circuit Rides (CR).
  8. Supports development of materials and leads trainings for staff on fraud, ethics, and confidentiality through mandatory trainings, department trainings and new hire orientations.
  9. Helps to develop resources for use by CWS RSC staff to improve annual Ethics & Fraud Prevention trainings.
  10. Assists with the development of program integrity e-Learning Management System resources.
  11. Provides oversight to the Mentorship Program through training, resource development and data collection
  12. With guidance from the Program Integrity Manager, provides training to Contract Interpreters in sub-Sahara Africa.
  13. Liaises with relevant Programs and Administration management and supervisory staff to ensure the fulfilment of organizational requirements per trainings and compliance.
  14. Assists in the coordination and administrative support of the Fraud and Ethics Committee
  15. Serves as the backup Program Integrity Specialist as necessary.
  16. Maintains a current knowledge of the USRAP.
  17. Travels periodically to field locations throughout sub-Saharan Africa.
  18. Performs other duties that may be assigned to by the Program Integrity Manager to enhance the efficiency and efficacy of the operation.

Qualifications: Experience: • Four (4) years of paid work experience is required Monitoring and evaluation experience is required. • Previous US Refugee Admissions Program experience preferred. • Compliance data collection and reporting experience preferred. Skills: • Attention to detail. • Excellent organizational and time management skill • Strong verbal and written English language skills. • Demonstrated IT skills, including experience using MS office, and reporting software. • Strong self-motivation and initiative skills. • Thorough knowledge of US Refugee Admissions Program preferred. Education & Certifications: • Bachelor’s Degree or four (4) year of experience in lieu of a Bachelor’s Degree is required Abilities: • Manage large and diverse workload under pressure with competing priorities. • Maintain the integrity of official records; • Analyze and solve complex problems and make sound decisions; • Work with minimal supervision • Maintain a high performance standard with attention to detail; • Work independently and contribute to overall operations of RSC Africa; • Actively participate in the implementation of the U.S. Refugee Admissions Program (USRAP). Special Requirements: • COVID Vaccination is strongly recommended for all successful candidates • The candidate should be of good health, willing and able to travel extensively in often difficult conditions, and have a high degree of flexibility. • This position is based in Nairobi, Kenya • This position requires use of laptops at all time, competence in Microsoft office packages is required. • This position may require travel in sub-Saharan Africa on short notice and under sometimes difficult conditions to meet demands of a dynamic operational program • Background check which includes references and an educational and criminal check is required before the start of employment • A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel. • Physical: This position requires bending, squatting, crawling, climbing, kneeling, sitting, standing, walking, pushing/pulling, handling objects (manual dexterity), reaching above shoulder level, using fine finger movements and lifting/carrying heavy loads. • Environmental: Incumbents in this position will be exposed to excessive noise, marked changes in temperature and/or humidity, dust and infectious diseases, harsh weather climates, long work hours, bumpy roads, extended travel, excessive sun exposure, and non-ventilated spaces. • Full Time • All employees should be prepared to work from the CWS office within their location of hire.
