Organisation Profile: Christian Mission Aid (CMA) is a non-profit organization, working on pioneer development projects in Africa.

Our vision is to have a holistic Program meeting spiritual, social, economic and physical needs. Our desire to be ‘the bridge between the resources and the needs’ has meant that we have been involved in a variety of community based projects.

Our projects are in four main categories: Christian Outreach, Aid and Relief, Community Development, and Children and Youth Ministry. We act as facilitators to help locally initiated projects in Kenya, Uganda and South Sudan.

Job Profile Summary: The HR Manager will provide leadership in an integrated manner, plan, direct and coordinate all HR departmental activities, responsibilities and ensure the overall human resource support and management for all CMA employees, interns, volunteers and casuals, supported through the Nairobi Regional Office and the Juba, South Sudan Office.

The HR Manager will implement HR policies and procedures and contribute to their future development to ensure compliance with the government labour laws to ensure the efficiency and effectiveness of the HR department.

The HR Manager will know, understand and abide by ethical business.

The HR manager must have a good understanding of the organization’s programs and ministries, vision and mission statements and be committed to the cause and work of CMA.

Key Responsibilities

1. Participate in the organization strategic planning processes and align workforce to support the organization’s strategic plan.

2. Prepare and provide an annual strategic plan for the Human Resource Department.

3. We travel frequently to Juba South Sudan to participate in recruitment, job descriptions, contracts, orientations and monitoring of staff compliance issues.

4. Ensure that all office equipment is operating properly and is insured with relevant insurance companies.

5. Work closely with Office Administrator to ensure that the office inventories are up dated and new assets recorded; all CMA assets labelled and disposed of properly.

6. Initiate and oversee all recruitment and selection processes not limited to carry out interviews, background checks, issuing of appointment letters and employment contracts.

7. Reviewing and developing job descriptions to meet project requirements and demands.

8. Conduct orientation and induction processes of any new employee so that they are well informed about CMA’s vision, mission, organizational structure, HR policies and procedures.

9. Manage employees’ files by making sure that all necessary documents are in files and maintain a high level of confidentiality with employees’ bio-data.

10. Manage employee relations by handling employees’ grievances and disciplinary actions as per the stipulated legislation to ensure fairness and compliance.

11. Communicate changes in payroll by the 20th of each month to Finance Department to ensure payroll is administered.

12. Manage employee benefits schemes such as medical insurance, Group Personal Accident, WIBA/WICA and personal pension plan, etc.

13. Ensure compliance with OSHA and NITA levy contribution by making sure the annually renewal of OSHA is done and monthly contribution of NITA levy is paid on time to avoid penalties and enhance compliance.

14. Ensure renewal of fire extinguishers both in Nairobi and GRC offices and ensuring compliance with the Health and Safety measures.
15. Implement performance management system, appraise employees in Admin department and liaise with Head of departments to ensure that all employees are appraised annually.

16. Management of employees’ leave and attendance by handling leaves, R&R, sick leave and absenteeism.

17. Ensure that HR policies and procedures are kept up to date as per legislative laws.

18. Manage and handle employees’ exit processes by ensuring exiting employees clear with all relevant department and that dues are paid.

19. Make sure immigration issues for international staff are handled appropriately to ensure compliance with the laws.

Person / Job Specifications:

1. Bachelor Degree in Human Resource Management coupled with Higher National Diploma in Human Resource Management.

2. Master’s Degree in Human Resource Management or related field would be an asset. CHRP (K) qualification is also an added advantage.

3. Member of IHRM Kenya with a valid practicing license certificate.

4. 3 – 5 years’ experience in similar position in an INGO sector. South Sudan experience is highly preferred.

5. Proven experience in management of aid, relief and development programs.

6. Must be able to travel and spend time in the CMA Juba South Sudan office.

7. Good communication skills with a good record of communicating effectively with people from different cultural backgrounds and management levels.

8. Willingness to undertake field location visits (up to 10% of the time) within CMA programme areas.

9. Self-motivated with good judgment, trainable, initiative and able to work independently with minimal supervision.

10. Ability to effectively communicate the CMA core values and policies.

11. Good working experience of MS Office suite.
