Tdh is present in Kenya since 2011. Currently Tdh is providing protection services for children and families affected by migration, natural crises and poverty in Dadaab refugee camps, and Garissa Township in Garissa County, Kakuma refugee camps, Kalobeyei integrated settlement and host communities in Turkana, and in Korogocho informal settlement in Nairobi.

The intervention in the refugee response in Dadaab and Kakuma refugee camps, Kalobeyei settlement and its host communities, is focused on prevention and response to child protection needs while strengthening protection community-based mechanisms and Child Protection system.

In Garissa County, Tdh implements an emergency response program responding to the drought situation in the Horn of Africa. The intervention is focused on health and nutrition, child protection and WASH targeting children under 5 years ld and pregnant and lactating women.

In Korogocho informal settlements, Tdh implements early child development activities and child protection activities with a strong community-based approach aiming at decreasing violence against children and strengthening child protection mechanisms.

General job description:

Reporting to his/her immediate superior, the Monitoring and Evaluation (M&E) Officer provides technical and methodological support to operations teams. He/she helps develop and implement monitoring plans, design, adapt and roll out monitoring tools in compliance with Tdh’s approaches and methods.

The M&E Officer helps collect, process and analyses data, and ensures that monitoring information is effectively communicated. He/she takes part in internal and external evaluation processes in addition to monitoring of project activities. His/ her scope with cover Tdh`s operations in Garissa and will support other Tdh operations in Kenya when called upon to.

Main responsibilities

Monitoring plans

  • Support development and implementation of costed project monitoring plans in coordination with the Project and MEAL manager.
  • Take lead in tracking project progress using Tdh standard project reporting tools and templates.
  • Further, he/she will be responsible for updating health and nutrition MEAL plan timely and provide feedback to program staff on status and quality of implementation.
  • Support the coordination and operationalization of Tdh`s accountability framework in Garissa.
  • Support the Project Manager in identifying gaps and areas of possible improvements in data collection tools and processes including supporting the adaptation to use of MoH and HMT partner tools and templates.

Monitoring activities

  • Coordinate the health and nutrition field level community participatory monitoring and evaluation and reflective practice.
  • Support the development, quality control and management of project reach and beneficiary databases for the Tdh projects in Garissa.
  • Supervises and/or supports data collection activities in the field and at health facility level while
    respecting ethical and methodological standards and in alignment with the MEAL plan.
  • Informs the Project Manager and/or MEAL Manager of any unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries.
  • In coordination with the MEAL Manager, perform process and results monitoring activities as well as comprehensive quantitative and qualitative data analysis and assist in drafting reports to facilitate reporting and learning effective programme management for all projects.
  • Conduct periodic data quality assurance at project and health facility level to ensure data quality elements are met.
    To provide coordinated training to Tdh Program staff and /or research assistants on Tdh and MoH Tools and follow up on proper implementation.
  • Responsible for ensuring the on-time execution of the health and nutrition projects major monitoring and evaluation events including but not limited to baseline survey, mid-term evaluation, final evaluation, data quality audit and field supervision.
  • Responsible for providing technical support to health and nutrition staff and partner organization on information management system, proper data collection and record keeping.
  • Responsible for documenting findings from health and nutrition data quality audits to ensure collective and sustainable access.
  • Maintain regular meetings with Health and Nutrition Information Officers and Sub County and County level to conduct cross check and validation of data.

Communication and reporting

  • Support the project and MEAL Manager develop presentations adapted to different target audiences. Provides the M&E information required to write reports for use by Tdh and by donors, working with the IM team if necessary.
  • Support by ensuring that field bases deliver within his/her scope of work on all internal M&E requirements in a timely manner and with high quality information, including reporting to DAH global indicators and monthly sitreps.
  • Support the compilation of monthly data reports, project sitreps as well as donor reports working with the Project and MEAL manager.
  • Respond to data requests presented internally and externally.

Evaluation

  • Support the compliance with donor and program requirements regarding data collection, analysis and reporting against indicators and means of verification at operational Support in internal and external evaluations by maintaining and providing beneficiary lists, training of research assistants, tool testing and providing timely feedback on the evaluation processes.

Any other duties assigned by the supervisor.

Other professional skills required:

  • BA Degree in Project Management, Social Sciences, Public Health and/or Nutrition or Information management.
  • M & E Experience of at-least 3 years in a non-governmental organization.
  • Demonstrated experience with Advanced Ms.Excel at least one or all the following tools: SPSS, R, ODK/KoBo toolbox, Ona, etc.
  • Good knowledge of project cycle management.
  • Experience in developing and implementing monitoring tools in the humanitarian aid and development sector.
  • Demonstrated experience in supporting internal and external M&E processes: baselines/endlines, routine monitoring, proposal writing, report writing etc.
  • Experience working in health and nutrition sector. Familiarity with MOH data collection, reporting processes and information management system including Familiarity and working ability with DHIS.
  • Familiarity with quantitative, qualitative and participatory data collection methods in the humanitarian aid and development sector
  • Good knowledge of IT tools and experience in using and designing databases.
  • Knowledgeable on the CPIMS as well as any other child protection information management systems is an added advantage.
  • Training in M& E from a reputable institution.

Languages:

  • Fluency in English and Kiswahili. Ability to communicate in Somali is a plus
