Context: Terre des hommes Foundation is an independent, neutral, and impartial Swiss organization founded in 1960, dedicated to bringing about significant and lasting change in the lives of children and young people, especially those most at risk.

Tdh ensures their well-being and the effective implementation of their rights as defined in the Convention on the Child’s Rights and other human rights instruments.

To make a difference, Tdh focus our efforts on maternal and child health, children and young people in migration situations, and access to justice.

Tdh promotes the active participation of children and young people to empower them. We advocate for their rights and support them in expressing their needs and interests. Tdh works in fragile contexts and conflict zones, as well as in more stable environments.

Tdh is present in Kenya since 2011. Currently Tdh is providing protection services for children and families affected by migration, natural crises and poverty in Dadaab refugee camps, in Garissa County, and in Korogocho informal settlement in Nairobi.

The intervention in Dadaab refugee camps is focused on prevention and response to child protection needs while strengthening protection community-based mechanisms in the refugee operation and its host communities.

In Korogocho informal settlements, Tdh implements early child development activities and child protection activities with a strong community-based approach aiming at decreasing violence against children and strengthening child protection mechanisms.

Specific Job Descriptions:

Main goals

  • Under the supervision of the Head of Programs, he/she ensures the roll-out of the health program strategy in his/her at the national level, and as such he/she is the guarantor of the national impact of Terre des hommes in his/her field of expertise
  • He/She is in charge of developing and consolidating the health program in his/her in Kenya
  • He/She contributes to securing the required resources (financial and human) in the delegation with the support services involved
  • He/She contributes to steering the health program by implementing and following up indicators, especially concerning the cross-cutting themes of his/her field
  • He/She develops and fosters innovation in the health program in the country
  • He/She supports the implementation of the insurance system and quality control for the health projects in Kenya
  • He/She ensures the implementation of the management and sharing of knowledge of the health program in Kenya
  • He/She is in charge of running and developing the health program‘s strategic partnerships in the Delegation
  • He/She is responsible for and accountable to beneficiaries, collaborators and donors
  • He/She ensures that teams and partners have learned the security policies and the general code of conduct and comply with them at all times

Specific responsibilities / Context of tasks

Strategy and steering:

  • Makes recommendations for developing the health program strategy as part of the country strategy and monitor its implementation in the Delegation
  • Ensures the analysis of issues and players in the country and identifies the national specifics in his/her field (or their region)
  • Contributes to defining and is responsible for the implementation of the health strategy
  • Guarantees the proper management of health project portfolio in the Delegation
  • Manages the implementation of pilot/cross-cutting/thematic health projects
  • Coordinates the measurement of results in the health program and recommends adjustments
  • Ensures the inclusion of health program indicators in the country’s projects and the gathering and reporting of data
  • Analyzes results and recommends corrective measures or decision-making at the national level
  • Supervises the implementation of projects with the Project Managers at the field level

Principles, standards, methodologies

  • Supports the roll-out/dissemination of Tdh principles, approaches, methodologies and standards within the health project portfolios in the Delegation
  • Contributes to identifying the health program’s and theme’s key methods of action (products/technical services) and their modeling (evidence based)

Finance:

  • He/she identifiesthe donors and financial apparatuses favorable to health program in the country and ensures a presence in the relevant networks
  • Ensures optimal financial coverage for the health program in coordination with the departments involved
  • Contributes to obtaining funding at the national level (strategic dialogue with national representations of institutional or major donors)
  • Establishes a working budget for the health program at the national level, has it endorsed and carries out regular follow-up of its consumption in coordination with the Delegation’s administrator

Insurance and quality control

  • Monitors and supports the implementation of the quality insurance system for the health program’s projects in the country
  • Technically supports the project teams to ensure the projects’ quality
  • Controls the quality and alignment of operations in the Delegation

Management and knowledge sharing

  • Coordinates the production, management and sharing of knowledge in his/her field (research, capitalization, assessment, etc.) at the national level, ensuring proper accessibility and dissemination of knowledge internally and externally
  • Implements the strategy for strengthening skills and thematic capabilities in his/her field
  • Fosters the exchange of practices within the Delegation
  • Contributes to the drafting of the activity report for health projects and endorses the submission of narrative reports to be given to donors funding the projects and actions in his/her field of expertise

Advocacy:

  • Contributes to developing advocacy strategies and campaigns at the national level
  • Coordinates the campaign and advocacy activities

Practices and networks:

  • Contributes to structuring the trade stream of his/her field of expertise in the country
  • Runs and consolidates the health program’s strategic partnerships in the Delegation
  • Ensures Tdh representation in the specialist networks of the country

Organizational structures:

  • Contributes to structuring the trade steam the health program in the country
  • Contributes to the dynamics of health program globally and works with the other thematic coordinators under the coordination of the Delegation Deputy to Operations

Management:

  • Guarantees the management framework of his/her field (draws up and follows the budget, human resources)
  • Actively participates in recruiting thematic advisers and heads of project in his/her field at the national level
  • Ensures that his/her teams and partners have learned the security policies and general code of conduct and comply with them at all times

Required Knowledge and Skills

  • Masters degree in public health, perinatal health, Nutrition
  • Minimum of 7 years relevant management experience in a similar health related position
  • Strong in Presentation and communications skills.
  • Proficient in MS Office

This function requires possession of fundamental personal, social and leadership skills (CPSLs), technical and methodological skills (CTMs) and Managerial and strategic skills (CMSs)

In particular:

  • An excellent capacity of and ease in expressing him/herself in public (conferences, workshops) and adapting to their audiences (governments and local authorities)
  • A collaborative attitude with colleagues in- and outside the team
  • Management of time and priorities; meeting deadlines
  • Enthusiastic, reliable and independent with a strong organizational capacity, decision-making and conflict resolution;
  • A capacity to identify challenges, foresee risks and inform the management with substantive
    recommendations
  • Experience in drafting project proposals and managing subsidies, fund-raising and a good knowledge of financial partners
  • Good knowledge and experience of the project management cycle and M&E
  • Excellent interpersonal qualities: integrity, a capacity to judge, diplomacy
  • Proactive, creative and out-of-the-box thinking
