Position Title: Declaration Officer

Department: Operations Department

Reporting to: Operations Supervisor

Dotted line reporting: Sales Manager

Job Purpose: To accurately, effectively and in a timely manner carry out customs declaration and clearance of our client’s goods in full compliance with the East African Community Customs Management Act 2004 and other relevant regulations as set out by other Partner Government Agencies to the full satisfaction of our client.

Key Responsibilities

1. Receive and review import/export documents to ensure the highest level of compliance before the customs declaration is made on the customs iCMS system.

2. Receive and review clearance instructions from the importer/exporter to ensure that they are in full compliance with all customs requirements and other statutory bodies.

3. Professionally carry out customs declaration while observing utmost accuracy to avoid customs rejections and punitive measures to the client and to the employer and coordinate the processing of customs clearance documentation.

4. Continuously monitor the payment of import duties and other taxes for the declarations lodged in a bid to ensure that taxes are correctly paid in a timely manner.

5. Engage customs, shipper, and other relevant bodies rest in instances where there are tariff and valuation issues at any stage of the clearance process in a bid to ensure that they are resolved in a timely manner to stem the escalation of exceptional costs in terms of port storage and demurrage charges

6. Maintain a record of offenses as guided and monitor the trend to ensure that the employer has the necessary information to either train the importer on the import requirements and procedures or weed out non-compliant ones.

7. Maintain operations files with all the requisite documentation and correspondence that can stand the test of Post Clearance Audit.

8. Monitor the online clearance process and in a timely manner attend to the port procedures to clear the consignments out of port.

9. Continually monitor entries lodged to ensure that request for extension of time is requested for at least 5 working days before the expiry of the entry.

10. Continually check the customs system and other statutory bodies for any changes in procedures, processes, and regulations to achieve full compliance in the clearance processes.

11. Monitor customs bond utilization to ensure they are managed and tallied effectively and bond cancellation carried in a timely manner to avoid late cancellation.

Key Skills

Full knowledge and understanding of the East African Community Customs Management Act 2004 and the Regulations for the same.

  • High grade understanding of customs clearance and procedures.
  • Full working knowledge of KWATOS and KENTRADE
  • Understanding of different customs online systems within the EAC e.g. TANCIS and ASYCUDA,
  • Working knowledge of the English and Kiswahili
  • Good knowledge of Microsoft Office Applications

Experience

  • Minimum of 3 years of experience as a declarant in a wide array of goods.
  • Minimum 3 years working in a busy clearing and forwarding organization

Qualifications

  • Diploma in Clearing and Forwarding.
  • MUST Possess the East Africa Customs Freight Forwarding Practicing Certificate (EACFFPC)
  • A degree or diploma in supply logistics and supply chain management shall be of added advantage.

  • Has decision-making authority limited to issues involving the lodging of a customs declaration.

  • 100% Accuracy in the customs declaration.
  • Zero incidences of customs offenses & penalties over issues attributable to self.
  • Zero incidence of loss of client over mis-declaration, mishandling of a customer, his documents and /or clearance of his goods.
