The ICRC’s Regional Delegation in Nairobi is a hub that co-ordinates the institution’s humanitarian activities in Kenya, Tanzania and Djibouti and hosts the organizations’ regional logistics, technical and training support units serving the Horn and Great Lakes Region.

OVERALL RESPONSIBILITY

The HR Payroll & Data Officer works under the supervision of the HR Payroll & Data Team leader and is responsible for the Payroll of over 500 Resident Staff in Kenya and Somalia.

The incumbent assumes key functions in the internal control of our payroll and is an expert with regards to tax and other statutory.

The HR Payroll Officer is an expert in Human Resource systems and tools and keeps the records up to date. They can be requested to draft reports or monitor the HR data.

TASKS AND RESPONSIBILITIES

  • Receive information from all Human Resource Service Providers (HRSPs) through the established data collection systems for payroll processing;
  • Does all entries in HR Systems based on justification document and updates the staffs payroll record (bank details, payment methods, salary changes, NSSF, NHIF, PIN, etc) and updates the staffs personal file in the system;
  • Input payroll information from all Somalia & Nairobi delegation sites in the HR System, after checking the justification documents;
  • Understands, and applies tax requirements, is the focal point to support HR Officer with questions about Tax;
  • Assists in compiling statutory payment lists for remittances and filing returns for Nairobi resident staff (NSSF, NHIF, HELB and income tax);
  • Upload salaries for payments in the banking system;
  • Update and maintain the Kenyan Staff P9 forms;
  • Prepare vouchers for missions and internship payment;
  • Supports Sites with payroll questions or corrections;
  • Position management in the HR system;
  • Cleans and updates HR Systems parameters regularly;
  • Creates performance management forms for new staff and helps reroute if needed;
  • Assists in the compilation of monthly, quarterly and annual salary reports as may be called upon;
  • Maintain and share the monthly staff movement report internally & externally;
  • Provides support in drafting reports and monitoring HR data upon request;
  • Offer technical & human resource administration support to HR Service Providers;
  • Compile list for data reconciliation and invoice payments;
  • Assists in calculating final dues for exiting staff;
  • Support in the compilation of annual compliance reports.
  • Represent the Payroll & Data Team Leader in her absence or as may be called upon.

MINIMUM REQUIREMENTS AND COMPETENCIES

  • University degree in Human Resource, Business Administration, or any other related field.
  • Accounting professional qualification is an added advantage;
  • At least 3-5 years’ experience in HR, two of which should have been in Payroll administration & filing statutory returns;
  • Must have experience working with HR Systems, particularly payroll systems;
  • Must have advanced skills in MS Excel.
  • Experience in an international organization or NGO is an added advantage;
  • Good knowledge of labour laws and the employment market;
  • Excellent command of written and spoken English (Knowledge of French is an asset).
