About the Job

The Economic Security Thematic Adviser (Analysis & Evidence Specialist) is the focal point for all matters related to assessments, analysis, monitoring, evaluation, reporting and information management needed for EcoSec programming in Somalia. She/he contributes to the development and application of assessment and monitoring approaches including the projects reviews/evaluations. Drafts data collection tools, including electronic surveys, and sampling approaches for quantitative/qualitative surveys adapted to the project/program context. Contributes to data collection and analysis and provides support to the field staff.

This is a resident/national position based in Nairobi, Kenya.

Duties and Responsibilities

  • Ensures that department monitoring systems and tools are in place and compliant with corporate standards, standard operational procedures (SOP) and in alignment with the EcoSec programme reference framework (PRF)
  • Coordinates the planning and implementation of needs assessment, monitoring exercises and ensures the application of the EcoSec procedures at the field level
  • Supports the unit management in addressing monitoring, reviews and evaluation recommendations to ensure that corrective action is taken where necessary
  • Contributes to the development and application of assessment and monitoring approaches including the projects reviews and evaluations
  • Develops data collection tools, including electronic surveys, and sampling approaches for quantitative/qualitative surveys adapted to the project/program context
  • Supports the EcoSec field staff in identifying the relevant baseline data and ‘SMART project indicators’ and conducting needs assessments and projects monitoring and reviews
  • Conducts response analysis of different EcoSec interventions**,** associated risks and mitigation measures, including appropriateness and feasibility aspects and provides support to the EcoSec field staff in this regard
  • Supports the department in information management by maintaining and updating databases of spatial, socioeconomic, nutritional, agricultural, livestock, market and livelihoods related data
  • Provides technical input and coaching during report writing of the assessment, monitoring and evaluation activities
  • Provides on-the-spot coaching and supervises the Field Officers and Somali Red Crescent Society volunteers involved in registration, assessment and monitoring activities
  • Coaches Field Officers as required to enable high performance and supports in improving their Analysis and Evidence skills and function
  • Monitors monthly the general economic and food security situation in Somalia and related trends, particularly in the priority areas of the delegation
  • Provides regular updates on the findings of the economic and food security monitoring and proposes the relevant action or response
  • Interprets accurately from English to Somali language and vice versa during field visits and translates documents from English to Somali language and vice versa as required
  • Reports events and changes within the context that could have an impact on ICRC's activities thus enabling Delegation to establish objectives and priorities

Minimum qualifications and required competencies

  • University degree in economics, statistics, anthropology, agronomy, veterinary science, nutrition, public health or other relevant area, or considerable experience in the humanitarian field
  • Five (5) years overall professional experience, including two to three years within the field of expertise within a humanitarian environment
  • Experience in analysis and evidence, information management, data science, monitoring and evaluation or related fields is an asset
  • Proven experience and skills in using data collection and analysis
  • Excellent analytical, negotiation and communication skills
  • Proven team management, coaching and team motivation skills
  • Fluent in written and spoken English and Somali
  • Excellent communication skills
  • Ability to work autonomously
  • Proficiency in MS Office suite
