Terms of Reference (TOR) for Production of a Video Documentary and a Booklet on the Smart Start Siaya (Nyathi En Mwandu) Program

Background: KMET is an indigenous non-governmental organization that champions access to quality and comprehensive Reproductive, Maternal, Neonatal, Child and Adolescent Health among undeserved communities, operating in 35 of the 47 counties in Kenya through a through public- private community partnership and policy advocacy model.

Project Summary: For Over 3 years, KMET co-designed and co-implements with County Government of Siaya, Office of the First Lady, PATH and other partners to promote adoption of responsive caregiving and stimulation practices for children 0-3 years and integration of Nurturing Care for Early Childhood Development (NCfECD) into routine service delivery and community-level health services in a program dubbed Nyathi en Mwandu (A child is wealth).

This intervention has since been cascaded in private health facilities, and in households using Community-led approaches including peer to peer engagement and teenage-mothers’ support group interactive sessions.

Objective of the assignment: The goal of the assignment is to produce a video documentary, photographs and short stories that will culminate into a 10-minute mini-documentary and a booklet of best practices in the Smart Start Siaya program.

The booklet and photo products is intended to illustrate the Smart, Start Siaya model with highlights of partners’ role in NCfECD) implementation and how it contributes to the large Nurturing Care framework in Kenya.

The mini documentary will highlight the coordination of the Smart Start Siaya program and its impact among direct beneficiaries; child caregivers at household level, health care providers at both Private/Public health facilities , community health volunteers and teenage mothers.

Additionally, the documentary will cover the scale up process of Smart Start Siaya that has been christened the Smart Start Initiative, in 6 counties (Kisumu, Homa Bay, Vihiga, Kakamega, Nyamira & Busia) of the Lake Region Economic Block (LREB).

Documentation process

An inception meeting will be at KMET offices in Kisumu County with key project staff to share and plan for field visit in Siaya County where 90% of the interviews and production will take place.

As part of the deliverables, the consultant will be required to conduct the pre and post production exercise of developing the documentary as well as taking photos during the field visits.

For this purpose, KMET is inviting bids from consultants/firms based in Kenya who are familiar with the project implementation sites and have previous experiences with the same kind of work.

Specific Deliverables:

Under the consultation and supervision of the Communications and Advocacy team at KMET, the consultant will be responsible for:

  • Co-developing scripts for interviews and storyboards for the documentary
  • Carrying out field interviews both in Siaya and in Kisumu
  • Shooting still images and video footages
  • Pre and postproduction of the video documentary
  • Ensure highest quality of videography: HD 1920 x 1080 or better.
  • Draft stories from the field interviews
  • Layout and graphics of the compendium of success stories/best practices.
  • Deliver print-ready and web-friendly designs of the compendium/booklet
  • Ensure that all required videography, writing, and design services are completed on deadline.

Outputs and deliverables:

  • Success story interview guides
  • Photos of project beneficiaries
  • Print-ready copy and web version of the booklet of the collection of success stories.
  • A 7-10 minutes high-quality edited (1080 HD or better) video alongside master footage of all interviews conducted (You tube ready).
  • It is also anticipated that the consultant will confirm with all required regulations that will allow this assignment to continue without disruptions.

Timelines

The consultant shall commence the work once the contract is signed

A detailed timeline, work plan and draft outline should be submitted within 5 days after award.
Pre-production in August, active production and reviews in September and postproduction and final hand over expected by 30th October, 2022.

Working arrangements:

Consultant is expected to have at their disposal all the equipment (high-quality audio-visual), which shall forms part of the considerations for selection

KMET will facilitate transport and accommodation both in Kisumu and Siaya.

Desired Qualifications and Competencies:

  • Degree in journalism, media studies or related field
  • At least 3 years’ of professional experience in professional filming, and video editing
  • Demonstrated experience of conception, production and editing of video documentaries.
  • Professional recommendations from 3 recent clients
  • Fluency in English, required, knowledge of local dialect an asset

Submission of bids:

A firm/individual can bid for one or both the video and booklet production assignments, however we desire to accomplish the task as a package.
