Position Title: Nursing Care Regional Support  

GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around six operational directorates supported by sections and offices worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, other offices in Spain and Regional units in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations.

The OCBA Nairobi unit is a decentralized structure whose role and purpose are to support operations in East Africa.

The OCBA Operational Cell 5 is based in Nairobi and its current portfolio includes the missions in Somalia, Ethiopia, Sudan and South Sudan (East Africa).

Regional Technicians are based in regional units and work with referents to support the implementation of strategy where required. Regional technicians undertake day to day support of projects including field visits.

GENERAL OBJECTIVE AND CONTEXT

Nurses are the largest healthcare workforce in MSF. Nurses work across the entire continuum of care (from birth to death and from health to illness) and in all healthcare settings (primary, secondary, community etc.). Nurses provide personal, intimate care and ensure continuity of care through out a period of illness or treatment.

MSF nurses are very well positioned to respond to the growing need for more person-and community-centered care, and for a greater focus on health promotion and disease prevention, in line with MSF’s current strategic ambitions.

The main objectives of this position are:

  • Provide support and monitor the nursing activities of OCBA Operations in East Africa and upon request and if available, other regions in OCBA portfolio. The regional support nurse will contribute, through his/her expertise, to improve the provision of nursing care for patients.
  • Contribute to the development and adjustment of the general nursing strategy in OCBA, in coordination and supporting the Nursing Care Advisor.
  • Contribute to the network of regional contacts for possibility of training, recruitment, exchange of experiences and partnership in the region.

The Nursing Regional Technician reports hierarchically to the Head of Nairobi Unit and functionally to the OCBA Nursing Care Advisor with close collaboration with Cell 5 Health Advisor. He/she will keep regular communication and feedback to the cell and the Nursing Care Advisor.

He/she must be able to do field visits (60% of the position to be spent in the field) The priorities of the field visits will be assigned by the Health Advisor of Cell 5 in coordination with Nursing Care Advisor. Visits to other projects outside the region could be requested upon need and discussed with Health Advisor(s) and Nursing Care Advisor.

The Nursing Regional Technician will have a direct collaboration with the Cell 5, Medical coordinators, and with the Project Medical Referents (PMRs). Important decisions affecting the management of this position will be shared and taken together with HEALTH ADVISOR and Nursing Care Advisor.

MAIN RESPONSABILITIES, FUNCTIONS AND TASKS

  • Contribute to defining nursing priorities within the missions in the portfolio.
  • Keep regular contact with nursing managers and/or supervisors (NAMs, NTS) in the region to monitor the nursing activities and provide support/mentoring, as required.
  • Provide technical support to the nursing doubts raised/identified by the different projects of the region in coordination with the Nursing Care Advisor.
  • Provide support to the managerial/organizational nursing aspects of the projects (i.e. HR, material, circuits…), in coordination with Nursing Care Advisor and other relevant advisors (i.e. Hospital Management, IPC).
  • Ensure that there is good continuation of care in the projects.
  • Provide direct nursing support during the field visits, working in close collaboration with the field team: identification of main challenges/needs and contributory factors, support in the development of an improvement working plan, support and follow up the implementation of the activities.
  • Ensure projects and nursing staff are aware and have access to the MSF nursing resources and useful resources used by nurses: MSF Field kit, Manual of Nursing procedures and library of resources, etc.
  • Provide learning support to the field teams, in collaboration with Nursing Care Advisor: identification of main needs, on-job training and simulation activities during the field visits, proposal of nursing-related trainings to missions/cell, collaboration with learning initiatives of the region, etc. When pertinent, elaborate training tools for the nurses and nurse aids staff, in coordination with Nursing Advisor.
  • Support the implementation of the main nursing resources, according to the activities of the project, in collaboration with Nursing Care Advisor, and in close collaboration with other relevant advisors, such as IPC, Hospital Management, etc.
  • Collaborate with Nursing Care Advisor in the development/update of nursing resources, as required.
  • Contribute in the development of OCBA nursing specific dossiers/initiatives.
  • Document the main needs/challenges and recommendations identified during the field visits. Write a report after each visit. Keep all documents and information concerning the projects and circulate them to headquarters (cell and medical department) and fields (coordination and projects).
  • Participate in relevant meetings organized by the coordination of the different countries, during the AP and share his/her experience and knowledge, coordinating with the Nursing Care Advisor.
  • Participate in briefing and debriefing o7k key positions such as MedCo, PMRs and Nurse Activity Managers in Coordination with the Nursing Care Advisor.
  • Liaise and coordinate with other regional actors and platforms (academia, INGOs) to contribute to network for possible trainings, exchange of experiences and potential partnership.

SELECTION CRITERIA

Education and experience:

  • University degree in Nursing.
  • Broad knowledge and experience in the field of international health with MSF and/or equivalent organization.
  • Minimum 2 years field experience in humanitarian context(s), with different nursing positions.
  • Experience in specific areas, such as Pediatrics/neonatology, Palliative Care and Emergency Department care will be an asset.
  • Experience with planning and implementation of nursing care activities in humanitarian context or others.
  • Proven experience in managing staff, mentoring, simulation and teaching skills.
  • Proven interest and experience in technical expertise development.
  • Proven and recent experience as PMR / Medco will be considered.
  • Fluent in English (writing and speaking). French (writing and speaking) desiderable.
  • Spanish (writing and/or speaking) and Arabic (writing and/or speaking) are an asset.
  • Good organizational and realistic planning skills.
  • Ability and willingness to take initiative and work autonomously.
  • Pragmatic, objective analysis skills and solution-oriented thinking.
  • Willingness and ability to travel regularly and work remotely.

CONDITIONS

  • Position based in Nairobi Regional Unit.
  • Full-time job.
  • Duration: 6 months with possibility of extension. Contract modality according to local legal framework.
  • Annual Gross Salary: level HQ-3A – 2.358.905 KES (divided in 12 monthly payments) + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
  • Starting date: October 1st, 2022.
