Context: Tdh has been working in Dadaab within the socio-ecology model of child protection system with a strong emphasis on children safety and well-being.

Case management remains a central intervention to ensure children exposed to at-risk environments are identified/protected, and those who experience abuse, neglect, exploitation and violence receive immediate life-saving services in line with their needs.

Tailor-made mental health and psychosocial services are provided to individual/group of boys and girls together with their parents in a safe place.

Outreach services aiming at community-led advocacy and empowerment increased information and knowledge on child protection issues.

Revitalizing community intergenerational dialogues promoted open engagement on delicate social issues and possible reversal of some retrogressive practices.

General description of the position: Reporting to the Project Manager but works closely with the Case management senior officer, The Cash and Voucher Officer will primarily be contributing into the planning, design, implementation, coordination, monitoring and evaluation of Tdh’s cash and voucher assistance (CVA).

The Cash and Voucher Officer will be responsible for ensuring all CVA are implemented in line with Tdh organizational guidelines, standard operating procedures (SOPs) and are in line with best practice.

The CVA Officer will ensure that cash is routinely considered as a protection response option in the Tdh Dadaab operation, assesses the suitability of CVA, and monitors their implementation and impact.

With support from the Project Managers, M&E department and Case Management/BID department, the CVA Officer will deliver evidenced based programming that is informed by protection needs and markets assessments, program data and reports and different M&E, accountability and learning tools, processes and mechanisms.

He/she will also take part in the case management process for the children to be supported through CVA.

Key Responsibilities:

  • Ensures operationalization of the CVA standard operational procedures.
  • Work in close collaboration and coordination with case management team ensuring identified children for CVA have timely and appropriate response.
  • Responsible of planning, budgeting, coordination, implementation of CVA.
  • Collaborate with M&E department ensuring appropriate design and planning of M&E for CVA activities.
  • Ensure to take part in the case management process for the children to be supported through CVA.
  • Ensures regular follow up of CVA beneficiaries. Take lead in the post distribution/disbursement monitoring assessment for the children supported through CVA.
  • Ensures monitoring of risks associated to CVA and work closely with PM and program teams to implement identified mitigation measures.
  • Support the effective and coordinated procurement of vendors.
  • Monitor compliance of the selected vendors involved in voucher activities.
  • Ensures that CVA beneficiaries records are up to date.
  • Assist in reporting while required by the Project Manager.
  • Assist the Project Managers in ensuring that child protection and safeguarding are integrated into CVA design and implementation.
  • Responsible of ensuring accountability regarding CVA activities.
  • Ensures coordination with child protection volunteers and Sub County Children officer for host community CVA beneficiaries.
  • Perform other duties under case management department.
  • Take lead in the drafting and updating of the CVA guidelines, risk assessment and monitoring tools.
  • Work closely/coordinate with other partners who provide CVA in their programing

Child Protection

  • Promote, and ensure project activities are in line with, child protection principles.
  • Ensure the project activities are integrated in the Kenyan child protection system and humanitarian coordination practices and guidelines.

Coordination and Representation

  • Ensure coordination with other child protection actors implementing CVA.
  • Participate in Child Protection Working Group and provide information on CVA related activities.
  • Participates in Cash Working Group and ensure all recommendations and directions coming from this group are applied.

Other

  • Have a commitment to beneficiary accountability & humanitarian principles and Tdh’s Code of Conduct and Child Protection Policy
  • Adhere to and ensure the team under her/his responsibility follows Tdh administrative and logistical regulations and procedures.

Abuse Prevention Policy – Operational Risk Management

  • Commit to respect Tdh Risk Management Policies including Child Safeguarding Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Code of Conduct, Whistle Blowing Policy
  • Commit to ensure the best implementation possible of the Tdh Risk Management Policies
  • Commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies.

Job Requirements:

Minimum Qualifications and Professional Expérience

  • Bachelor’s degree (or equivalent) in: Economics; Social Science; Business Administration or other relevant field.
  • Minimum of 2 years of experience in cash-based assistance programmes
  • Proven knowledge and technical skills in set up, design, implementation and monitoring of CBIs
  • Knowledge of child protection programming

Languages:

  • Fluent in English and Kiswahili. Ability to speak the local language will also be an added advantage
