Procurement Manager Job Vacancy in Nairobi, Kenya - UCSF Global Programs for Research & Training

Position Title: Procurement Manager 

BACKGROUND

Global Programs for Research & Training (Global Programs) is an international non-governmental organization in Kenya. Registered in 2014, Global Programs is a wholly owned and controlled affiliate of the University of California, San Francisco (UCSF).

Global Programs facilitates the expanded presence and operations for researchers from UCSF and its affiliates, working in collaboration with key partners including the Ministry of Health, Kenya Medical Research Institute (KEMRI), donors and other local and international partners to implement health programs across Kenya.

Global Programs seeks to recruit a Procurement Manager to lead the supply chain function in line with organizational policy.

Under the direction of the Director of Finance & Operations, the Procurement Manager will

  • Manage the supply chain function including procurement of goods, works and services, transport and asset management, stores management and disposition
  • Ensure compliance with Global Programs procurement regulations and donor requirements and liaise with staff to ensure adherence
  • Spearhead vendor prequalification and maintain an accurate and current pre-qualified vendor database
  • Support and work with project teams in procurement planning and design
  • Responsible for the full procurement process of goods and services from solicitation, negotiation, award and post award management including closeout and disposition
  • Prepare and share regular procurement reports and annual procurement plans
  • Liaise with the finance team to improve vendor payment processes
  • Regularly review and recommend update of procurement policies and procedures
  • Supervise and mentor procurement staff
  • Any other duties as assigned

MINIMUM REQUIREMENTS

  • Degree in procurement or supply chain management with 10 years of hands-on experience or
  • Master’s in supply chain management, business or related field with 7 years of hands-on experience
  • 5 years iNGO experience, preferably within a health institution/project at supervisory level
  • Professional certification in procurement i.e. CIPS or equivalent qualification
  • Proven experience in international procurement, contract and vendor management
  • Cross-cultural experience, understanding and sensitivity
  • Ability to carry out work with great attention to detail and integrity

The position requires a one-year commitment, with the potential for extension at the end of the period, subject to funding availability.
