Nathan is seeking a Deputy Chief of Party (DCOP) Operations for the anticipated Locally Legitimate Stabilization (LLS) activity funded by USAID in Somalia. The project will support Somali communities in establishing the initial governance and safety conditions necessary to address the long-term social, economic, and political causes of Somalia’s instability by reducing the factors that enable violent extremist organizations (VEOs) to gain and maintain influence. The DCOP will oversee all operations and administration tasks for the program and will report to the Chief of Party.

Job Description:

  • Manage all finance, operations, administrative, grants, and human resource tasks;
  • Provide support to the technical team to implement program activities, including drafting and/or reviewing operations-related Scopes of Work, preparing procurement documents, and preparing approval requests;
  • Provide oversight and management of select consultants;
  • Oversee and manage Monitoring, Evaluation and Learning (MEL) activities, including liaising with the USAID Mission on MEL plans;
  • Ensure compliance with USAID regulations and Nathan policies, including performing due diligence as required by the Gross Violation of Human Rights requirements, compliance with AML/CFT guidelines and regulations while maintaining fast-paced and responsive operations;
  • Compile reports, consolidating inputs from team members, for USAID submission;
  • Prepare local employment agreements in accordance with local labor law;
  • Maintain operations guidance and procedures for the field office;
  • Provide training to staff on USAID field office operations;
  • Manage grants processes; and
  • Oversee Finance, Administration, Human Resource and Grants and MEL staff.

Qualifications:

  • Master’s degree in finance, management, international affairs, law or other relevant field
  • At least ten (10) years of experience through roles in the administration and financial management of donor-funded development projects, preferably in Africa and with USAID;
  • Five (5) years of experience in management positions with a demonstrated track record of building and effectively managing high-performing teams;
  • Proven experience navigating complex and high-pressure operating environments;
  • Demonstrated understanding of USAID administrative, financial management, and contractual rules and regulations;
  • Demonstrated ability to manage project operations in a highly demanding, complex, and fast-paced environment;
  • Strong writing and presentation skills in English, including word processing and PowerPoint development; and
  • Strong interpersonal skills.
