Job Title: ASSISTANT DATA COMMISSIONER - COMPLAINTS AND INVESTIGATIONS

Job Description

An officer at this level will be deployed to head a Complaints and Investigations Division to develop, review and implement complaints and investigations strategies.

The officer will be responsible to the Deputy Data Commissioner, Complaints, Investigations and Enforcement.

 Terms and Conditions of Services

  1. Basic Salary                        Kshs .183,570 - 248,014 PM
  2. House Allowance                  Kshs. 50,000 PM
  3. Commuter Allowance           Kshs. 16,000 PM
  4. Leave Allowance                  Kshs. 20,000 PA
  5. Annual Leave                      30 working days PA
  6. Medical Cover and other allowances As provided by the ODPC
  7. Terms of Service                   Permanent and pensionable
 
Job Specification

Requirements for Appointment

For appointment to this grade, an officer must have:

  1. Kenya Certificate of Secondary Education (KCSE) minimum mean grade C+ (Plus) or its equivalent from a recognized institution;
  2. Six (6) years’ experience in a related field, three (3) of which must be in a managerial position;
  3. Bachelor’s Degree in any of the following fields: Computer Science, Information Communications and Technology, Data Science, Information Security and Forensics, Law or an equivalent qualification from a recognized and accredited institution;
  4. Master’s Degree in, Computer Science, Information Technology Data Science, Business Administration, Public Policy, Public Administration, Information Security and Forensics, Law, or an equivalent qualifications from a recognized and accredited institution will be an added advantage;
  5. ICT Certificates from a reputable institution in any of the following: Certified Information Systems Auditor, Certified Information Security Manager, Cyber Security or Certified Data Privacy Solutions.
  6. Membership with relevant professional body;
  7. Certificate in Management Course from a recognized Institution;
  8. Shown merit and ability as reflected in work performance; and
  9. Experience in data protection is an added advantage.

Duties and Responsibilities

Specific duties and responsibilities at this level will entail: -

  1. Establish and Maintain a register of Complaints in line with Data Protection Laws;
  2. Admit and Screen complaints in accordance with Data Protection Laws;
  3. Undertake complaints investigation;
  4. Prepare briefs on summons to be issued to witnesses for the purposes of investigations;
  5. Prepare briefs on summons to be issued to persons to provide explanations,
  6. information and assistance;
  7. Draft policies, strategies and guidelines on handling of complaints and investigations;
  8. Draft guidelines on implementation of Alternative Dispute Resolution mechanisms;
  9. Design mechanisms for formal hearing and inquiries;
  10. Prepare reports on complaints, investigations and ADR; and
  11. Any other duties assigned by the Deputy Data Commissioner, Investigations and Enforcement;
