Terms of Reference: Media Consultant – Challenging The Politics of Social Exclusion (CPSE) Project

Background: The African Population and Health Research Center (APHRC) is implementing a 4-year research-to-policy program ‘Challenging the Politics of Social Exclusion’ (CPSE).

The program will support the full domestication and translation into practice of continental commitments, forged collectively by the African States.

The CPSE program aims to act as a critical and neutral knowledge partner to the constellation of actors advocating for the full domestication and implementation of continental commitments on the sexual and reproductive health, and the rights of Africa’s young people and women.

As a knowledge partner, CPSE will work to support these actors in developing and deploying effective, evidence-based advocacy specifically on three focal sexual and reproductive health and rights issues:

  1. The sexual and reproductive health and the rights of adolescents;
  2. Access to safe abortion and post-abortion care;
  3. The discrimination of marginalized sexual and gender minority groups.

Scope of Work

CPSE is looking for a talented individual or firm with media consultancy expertise to conduct media capacity strengthening in the seven CPSE countries (Burkina Faso, Kenya, Liberia, Malawi, Rwanda, Sierra Leone and Zambia) and regionally on sexual and reproductive health and rights.

The consultant will work with the CPSE project team to plan and facilitate media capacity strengthening in the various regions.

Under the guidance and leadership of the Head, Advocacy Unit and Communications Officer, the consultant will perform the following:

  • Act as the lead media trainer and include practical sessions where participants actually develop media products and engage with media.
  • Assess media training needs on sexual reproductive and health rights reporting for the seven CPSE countries.
  • Develop a targeted media training work plan for the media capacity strengthening for each region – East, Southern and West Africa.
  • Develop capacity strengthening materials and curriculum for the media training workshops ahead of the workshops.
  • Identify key media targets in the sexual and reproductive health rights space – influencers, journalists, editors in each region and country.
  • Conduct post-training analysis and assess impact and value and carry out a survey three months after the sessions to find out what the value add is which will determine the content for the next set of workshops.
  • Produce reports after each session and share them a week after each session.

Requirements

  • Experience managing media capacity building and development.
  • Minimum of five years training experience.
  • At least a Bachelor’s degree in Communications, or related field.
  • Experience working with the media in the African region, minimum of ten years.
  • Excellent communication skills.
  • Significant ability to analyze and interpret media trends.
  • Great understanding of sexual reproductive and health rights in Africa.
  • Experience training and mentoring journalists as well as developing training curriculum.
  • Evidence of a rich media network in Africa and across the globe.
  • Excellent report writing skills.
  • Great interpersonal and networking skills with in-country and international media.
  • Good command of French and or Portuguese is an added advantage.

Period of Performance

  • This is an open contract that will run for a year.
